Warwickshire County Council has just selected tf. cadutility as its CAD attribute management system. This unique software has been designed to assist asset managers working with high volumes of CAD drawings, to change the presentation and layout of attribute data within AutoCAD drawings, with ease. To date, tf. cadutility has resulted in noticeable time, cost and resource savings for many councils and CAD bureaus alike.

Owen David, Information Systems Manager at Warwickshire County Council outlines the council’s particular requirements: ‘We needed the ability to automatically update room areas following changes to the outline of a room. We looked at other downloadable Activex solutions but these needed additional programming to work – tf. cadutility offered a turn key solution’.

has just awarded The Technology Forge a contract to replace its existing property database systems. The tf. facility solution will link to the Council’s CAD and GIS systems and assist the Council with its vision of a ‘joined up’, corporate approach to asset management. To this end, the fully integrated solution will meet day-to-day maintenance along with higher level strategic management requirements. We look forward to working in partnership with the Council to implement a range of modules: Reactive and Planned Maintenance, Condition, Sufficiency and Suitability surveys, DDA and Hazard audits, Energy, Finance, Project and Estates Management.

Jamie Longmuir, Property and Asset Information Manager at North Somerset Council explains how the Council reached its unanimous decision:

‘The Council has a legacy of property data disparately located in various formats which cannot be quality assured in terms of accuracy, completeness and currency, and is therefore largely unfit for purpose. The Council’s legacy property database systems are also extremely tenuous in terms of their ability to accommodate the range of disciplines within a truly corporate approach to property and asset management.

 A single database system containing quality assured data will provide the core information required for the ongoing development of the Council’s Capital Strategy, aid the drive towards efficiency, effectiveness and economy, and drive change in the way the Council delivers property and asset management services. Appropriate asset management planning, performance measurement and informed strategic decision making cannot take place without quality assured, fit for purpose data delivered via an appropriate and robust system.

 Being unable to move on these key areas with its current ‘data poor/systems poor’ capability, the Council identified a need to procure a system to meet current demand and facilitate future progress across corporate property and asset management.

 After responding to a formal Invitation to Quote (ITQ), and following short-listing and further evaluation, The Technology Forge was unanimously selected as the Council’s Preferred Supplier. This was predominantly based on the ability to meet the Council’s requirements and for the quality of products, although the ability to partner with the Council in assisting it to attain strategic property and asset management goals was very significant. Naturally, cost was also a very important factor!’

The City of York Council has chosen to extend its long standing relationship with The Technology Forge. This follows a tender evaluation process in 2005 to procure a fully integrated asset management solution aimed at enhancing the authority’s Corporate Asset Management operations.

Crucial to the new system was the replacement of the council’s existing Property Terrier system, which no longer met its requirements. Capital Accounting functionality was also high on the council’s list of priorities. In both areas, on close evaluation against its main competitors, tf. facility was the system of choice.

The new contract will significantly expand the system to include modules for project management, web access, bidirectional links to AutoCAD and ESRI ArcView GIS, along with an interface to the council’s Civica Financial Management system. City of York began using tf. facility back in 1999 to take advantage of the Condition, Suitability and Sufficiency survey functionality to meet DfES Education AMP requirements for its 70 schools.
